John J. Tierney is a Certified Information Systems Security Professional (CISSP) and a Certified Information Systems Auditor (CISA) with more than 20 years experience in information systems and security and is a founder of the New York Metro InfraGard Members Alliance.
He has also attained the National Security Agency certificate in Information Assessment Methodology (IAM) and Information Evaluation Methodology (IEM).
He is currently the Director, Information Systems & Security for one of the largest water systems in New York State. His responsibilities include all technology resources, disaster recovery, emergency response and is a representative to the Water Information Sharing and Analysis Center (WaterISAC).
He has performed multiple roles as an independent consultant providing technical and administrative information systems design, security auditing and assessment, training programs as well as forensic investigation services for mid-sized and international organizations.
John is Chairman of the Information Systems Security Association (ISSA) Certification Programs Committee. He has also represented the ISSA as a member of a Department of Defense working group that is seeking to create an industry-wide information security certification accreditation body. Other members of this body include the Department of Homeland Security, the Institute for Defense Analyses, ISC2, ISACA, Microsoft, Cisco and IBM.
John lives with his wife and son on Long Island.

Keith O'Brien is a Distinguished Systems Engineer with Cisco Systems. He holds a Masters of Science in Telecommunications Management from Stevens Institute of Technology and a Bachelors of Science in Electrical Engineering from Lafayette College.
Keith has been with Cisco since 1996 and specializes in network security issues with a specific focus on network security design, network forensics and incident response. Additionally, Keith is on the development team for Cisco’s IPICS (IP Interoperability and Collaboration System) which allows for interoperability between ip networks and land mobile radios for first responders, the military and general public safety organizations.
Prior to Cisco, Keith worked for MCI Telecommunications in their Advanced Technology group where he designed some of that largest private data/voice networks in the world for major multinational corporations.
Keith also holds the Cisco CCIE (Cisco Certified Internetworking Expert) and CISSP (Certified Information Systems Security Professional) certifications.
In addition to his responsibilities at Cisco Systems Keith is also a visiting professor of Computer and Electrical Engineering at the United States Coast Guard Academy in New London, CT and a board member of the NY Metro Infragard Chapter.

Frances Schlosstein, President of ‘Entrepreneurial Excellence’, her own marketing and business development consulting firm, brings 25 years of experience to InfraGard, the last eight in the technology and security sectors.
Prior to starting Entrepreneurial Excellence, Frances was vice president of sales, marketing and business development for the U.S. operations of Webwasher A.G., a security spin-off of Siemens Corporation. During her five-year tenure, she built partnerships and closed deals in the enterprise, education and government sectors, that contributed to the acquisition of Webwasher by Cyberguard, a publicly traded U.S. company, in 2004. In 2005, Cyberguard was acquired by Secure Computing. For two of those years Frances headed the U.S. operations for Webwasher.
Frances has extensive experience in the Financial and Healthcare sector. As a vice president for the CitiBank AAdvantage credit card group, she headed several initiatives resulting in new products and partnerships. At PNC bank she lead the marketing team that consolidated and branded four mutual fund companies into the Compass Capital Funds, now BlackRock Funds.
During her 10 years of marketing/agency experience Schlosstein consulted and supervised marketing and business development programs for clients that included Fidelity Investments, Universal Health Services, Mercy Health System, and Fox Chase Cancer Center. In addition to business success, several of these programs won national awards from the American Marketing Association and the Public Relations Society of America.
Frances Schlosstein resides in New York City, is active on two other boards, and has a deep commitment to community service and national security.

George Davis is the Eastern U.S. Region Manager for Earth Resource Mapping.
Earth Resource Mapping is the worldwide leader in enterprise geospatial imagery solutions.
Prior to this Mr. Davis was President of Davis Associates Inc. a Geographic Information Systems and Remote Sensing Consulting firm in Long Island, New York.
Mr. Davis has worked as a consultant to Federal, State and Local Government in a support role in aiding first responders in events ranging from:
The attack on the World Trade Center on 9/11/2001, working at the Emergency Mapping and Data Center at Pier 92 in NYC
Cornell University on the tsunami in 2004 by creating web based GIS for disaster response teams in Sri Lanka and Thailand.
The hurricanes in the 2004 and 2005 seasons by providing image processing software and aerial photo mosaics of the devastated areas as both pre and post event datasets to USACE and FEMA and the states of Florida, Mississippi and Louisiana Emergency Operations Centers.
In a non disaster role Mr. Davis has worked at the Multi Agency level in support of NYPD, FBI, U.S Capitol Police and National Geospatial Intelligence Agency at the 2004 Republican National Convention and the 2005 presidential inauguration by providing large scale city wide image mosaics and software.
Mr. Davis is currently working on critical infrastructure protection projects with clients ranging from the U.S. Army Corps of Engineers, The U.S Air Force Remote Sensing Lab, the U.S. Border Patrol and U.S. Capitol Police and the New York State Emergency Management Office as well as other government and private sector clients.

Dave Chen is a Certified Information Systems Security Professional (CISSP, ISSAP, ISSMP) with the ISC2.org and Certified Information Security Manager (CISM) with ISACA organization. Dave have over 25 years experience in information systems and over 10 years focused in the area of information security. He is one of the founding members of the New York Metro InfraGard Members Alliance.
He is currently the Director, Information Security working for the CISO for one of the largest publishing company in the United States. His responsibilities include the development of security policies, application risk assessment, security awareness program, and security review. He is a member of the corporate enterprise architecture council and a member of the corporate incident response team.
Dave is a member of ISSA, ISC2, ISACA, CSI and HTCIA.
Dave received his Bachelor of Science degree in Biochemistry from City College of New York in 1987 and his MBA from Pace University in 1996. Dave lives with his wife and son in New York City.

Dean DeLitta is a Service & Support Manager for Cisco Systems, Inc where he specializes in managing large financial services accounts. He holds a Bachelor of Technology degree in Electrical Engineering Technology from Binghamton University.
Prior to joining Cisco, Dean was a Global Product Manager for AT&T Solutions in which he developed and implemented a new global multi-service product offering for AT&T.
Previous to AT&T, Dean worked for MCI Communications where he spent most of his career focused on the voice switching network in which he became an expert on call routing across public and private switched networks. Dean is also a 20 year veteran of the Fire Service and used his knowledge to help MCI Communications create the industry’s first national response team trained in both Hazardous Material response and telecommunications network disaster recovery.
In his spare time Dean volunteers as a telecommunications consultant supporting the Westchester County, NY District Attorney’s Office and Police Detective’s across the county in solving crimes that are associated to telecommunications. He is also a telecommunications instructor to Law Enforcement agencies. Dean was presented the 2004 Crime Stoppers Corporate Award for helping detectives trace obscene threatening telephone calls placed to children across multiple states over a number of years.

An ardent belief that proper Policy, Procedures and Controls need to be the cornerstones of any IT architecture drove Mr. Kmosko to found Argus Technology. As the CTO of this Consultancy and Managed Security Service Provider with offices serving New York, Seattle and Düsseldorf, he provides the vision and driving force behind a well executed process that has enabled Argus to serve AIG, BASF, Haagen-Dazs, Nabisco and many others since 1993.
Additionally, Mr. Kmosko was CTO and co-founder of a financial services ASP that currently processes transactions of over $4 billion annually, and an assistant director at a financial services company with assets of over $91 billion.
Mr. Kmosko earned an MBA from Columbia University’s Graduate School of Business, a BS in Computer Science from RPI, and over twenty professional and technical certifications. He is also an active member of the HTCIA, Rotary International and other local community services organizations.
